Newbie: binder for grain (everclear) and water?

Hello.
I would like to make a cologne for my dad.
I can’t afford to spend money at this moment for perfumer’s alcohol.
I was wondering if there was a way to make a cologne with water,
everclear grain alcohol and essential oils without having to shake it
every time.
In other words, what do you use to bind alcohol to water?
Do I need a separate binder to bind essential oils to my
alcohol/water mix?

    If you want a more natural ingredient rather than the synthetic
    Polysorbate, then you can use vegetable glycerin at 5 % to bind the
    ingredients with water.
